aside from the first 2 generations, yes this seems to be the best, lots of older players that didn't play gen 5 or maybe gens 3+4 are coming back, the game has so much more to offer then any other gen, biggest improvements as well. For your Question, 3DS doesn't have as much a DS but at the same time does it matter? Ex look at the GBA, it had just pokemon ruby/sapphire and it sold close to 16mil with half the install base of the DS! Dont underestimate now 
Not saying it will make 20mil, but lowest i see now is at least 16mil.... LEAST!
