You're not supposed to buy both versions of Pokemon. You pick one, and you are getting pretty much the same game as if you had picked the other.
That is far from the same thing as releasing an entirely new game every year with minimal changes. For all intents and purposes, Red and Blue are one game; Gold and Silver are one game; and so on.
