No. You just couldn't use it because MS only implemented PAE for xp64 (for consumers, that is).

I'm pretty sure there was a problem with XP prior to SP1 and more than 3GB, and there were issues with Windows 2000 as well, if I'm not mistaken.

I only remember win9x-kernels to have problems with more than 512 mb, nothing with nt-kernels.
