Did you notice that D/P were the first Pokemon games on a new console? They usually do better than the one's that come out years after nearing when the console is dying. Although I agree that X/Y so far have been doing meh numbers.

I don't think judging pre-order numbers is a good way to tell how well the game will sell once it's out.  It's more like a good way to tell if a game is on the road to victory, but no guarantees.
