What it is is a new tech involving magnets instead of moving rotars. These magnets are smaller, use less energy, and allow them to be placed throughout the internals of a device. I remember reading about this tech a year or two back and its application in a controller yields great results, such as the ones described in this video. There could be another tech, but the magnetic rumble is the only one I know of that fits the description.
