Again Microsoft never made a stance on what they were doing with indy dvelopers. Just because old policies were in place that still doesn't change the fact that Microsoft never publicly commited one way or the other. They didn't sit on stage at E3 and say indy developers still need a publisher and just change their minds now unlike the DRM stuff.
