No, PS3 is using very outdated components that are not being made or remade on since a couple of years ago, which is why making a PS3 is expensive and is probably going to be more expensive than making a PS4 in a couple of years, and also the reason why PS4 isn't backwards compatible with PS3.
The PS4 is more traditional PC components so they can go make it as small as a smartphone if they want to years from now.
