Sony need something big at GDC, so I would announce it there and hold SCE Santa Monica's announcement back.
I feel the only reason that it wasn't announced at E3 was because they didn't want to distract from the Last of Us. I guess there is still DLC to come, but they have sold enough copies that they can announce their next game surely!
