Sony can't do anything with Vita, the thing is doomed as developers simply WONT develop for it. That's not a choice that Sony has to make. The Vita sold like crap so what you get as a result is "no support from third parties"
Sony sees what its doing with PS4-Vita compatibily as the only solution to make the handheld sell. Games and third party support will come later when the instal base grows.
For $200, you're not buying a controller, you're making your PS4 a portable device! It's a revolutionary idea if its done properly.

But at $200, is it going to be an idea with sales potential?
Say you just get a Vita for Remote Play and nothing else. That's highly unrealistic, but let's just say so for the sake of argument. The costs then would be:
$400 for the PS4 $200 for the Vita, assuming you buy it used $50 for PS+ every year $60 for PS4 games
So if you even buy just one game for the PS4 out of the gate, that's $700 to take advantage of the feature at minimum with $50 a year every year after that. And they'll need LOTS of people to pay that much, considering how shit the Vita's sales have been. It's a much better proposition for people like me, who already have a Vita, but the problem is that we already have Vitas and they need to sell more of them. Never mind that you need to pay the robbery fees on memory cards if you want to play any Vita games, which run for $40 new.
I don't see an approach that will have Vita's flying off shelves here. I see Sony grasping at straws to try and bolster Vita sales any way they can, because it's failing miserably as a handheld in it's own right.

Well, if you buy a PS4 and get ps+, for 200$ more (and in a few years probably 99$) you get a console with 2-3 games per month for free, at 60$ the game, that's pretty good.
If you see vita as a game console with free games, it's a good device.
Plus all indies are working on vita, chances of vita not getting some killer apps are pretty low.
And they remake PS1/2/3 games on vita, it won't be missing killer apps either.
Remote play as a plus is just what it needs
