The only one that somewhat makes sense is the resources one, but even then you're not realizing how much bigger the team is this time around.
I also think there's a lack of understanding on your part, considering you think that both games are going to be the same. They aren't. They will be different. The character roster may be the same, the moves may still be the same... but that makes up almost none of the actual game itself. They can still put much more into the Wii U version without having to worry about leaving stuff out of the 3DS version because that was already to be expected. They aren't SUPPOSED to be the exact same game.
So no, I don't think there really is much holding back at all. Only the time constraints and budget are really holding things back.

Sakurai: The reality of the situation unfortunately is that there are certain limitations on the 3DS, so we're forced into a situation where we may need to reduce some characters to a certain degree, but we're really working hard to include as many characters as possible.

Though I have no interest in Smash Bros, I hate how Nintendo's current dick-sucking of the 3DS is holding back Wii U.
