Because they are indie developers and they are working on a tight budget. Sometimes it can be teams of 3-4 people. Super Giant Games for example, the developers of Bastion and Transistor have 10 employees.
2D / 8-Bit games are cheap and easy to develop, while at the same time still being fun as hell and really appealing to the eye.
