Depending on measurements the original Xbox was as much as 4 times more powerful than the PS2. Given the similarity of the architecture between both platforms, third party games will be mostly likely be near identical. Third parties have always developed for the most common denominator. With the increasing budget of games, I don't see them starting to spend extra time and money to take advantage of earch platform now. The PS4 versions will probably look slightly better in direct comparisons but to the layman the differences will probably be unnoticeable.

I'm not sure this will actually be true. Remember that PS4 and XO are pretty much PCs - unlike the PS3 and X360. Also the position of PCs is way different now than it was when current gen was released. PCs are already more powerful than even PS4, so the devs making multiplats will be making better looking versions of their games than the XO can handle, if only for the PC market and they can put some of these assets into the PS4 versions, since the console will be able to deal with more stuff than the XO without additional work. This would result in a better looking PS4 game without the need of generating higher costs, cause the assets were already created for PC version anyway - it's just the matter of which assets you copy to which version.
I think the PS4 games will look and run better, it will be clearly visible in side-to-side comparisons. The difference should be bigger than this gen, though if you just buy an XO and ignore side-to-side screens and videos you should be happy with what you get. It's gonna be quite close and you'll get a similar experience. The thing is, why pay $100 more just to be close behind?

Should and will are two different things. 3rd parties only put in as much effort as required. Every PS4 game should look noticeably better than their XB1 counterparts, I just don't think 3rd parties will do more than they have to. Eventhough the Gamecube and Xbox were more powerful and easier to program for than the PS2, multiplats still rarely looked much better and in several cases actually ran worse than their PS2 counterparts.
