It is the dealbreaker, that is why there has to be DRM and restricting used games. No mandatory installs means no DRM basically

This.  I dont know why M$ opted for doing this; but it is the reason of the DRM the console has.  They need to stop the content for being distributed freely as you dont require the disk anymore after installing the game.
