Its been a successful formula since the NES.

The problem isnt at retail, the problem is with publishers putting big budgets on games that are either a) rubbish or b) dont have appeal they expect. Square Enix and Tomb Raider are a perfect example of point b. They expected Tomb Raider to sell 10 Million units, when the series on average sells less than 3 Million units. It didnt do as well as SE wanted it to, but Tomb Raider sold very, very well for what it is - a Tomb Raider game.

What needs to be changed is the perception that the gaming industry is Hollywood. It isnt. When more and more developers are spending more and more money on products that dont have the appeal, then studios will shut down. Its not the fault of the consumer. Its not the fault of retailers. Its the fault of the higher ups and game developer ego's.

There is a reason why the Indie scene is bigger than its ever been. There is a reason why Nintendo software makes Billions. There is a reason why THQ is no more. One makes games with budgets. One doesnt spend $100 Million on a game. One spent Millions and Millions on a drawing peripheral.
