The fact that they are now having to have participating retailers says it all. Theyre wanting rid of certain stores selling used games and it will be the smaller stores. It wont be the mega corporations like GameStop. It will be the smaller Joe Bloggs stores. There will be a fee to pay to be a used game partner on Xbox One. Its the only real reason I can think for them having the "participating" thing. Will the smaller, indie stores be able to afford this fee?
Why does there even have to be participating retailers? Why are they alienating certain retailers?
What do they even mean by participating?
