Well, isn't the publisher supposed to know what they wanted, if Microsoft is to be belived? I think it confirmes that not every publisher is behind this DRM thing.

Why would a publisher not be behind a used game system where the decision is totally up to the publishers?

That's what I'm thinking! I find it difficult to believe that Bethesda care that much about consumers, to be honest. They're a business first and foremost, like most major developers and publishers.
