Kind of strange, the Azure setup will ensure publishers and developers an actual income from used game sales, unlike the existing model. Or is it that they're afraid that consumers won't like the arrangement and thus will shy away from the platform? That would be the only logical reasoing behind their hesitation right now.
I think that MS needs to realise that they should strive for both consumer friendly and developer friendly. Right now, they're headed for a place that is not consumer friendly and developer/publisher friendly only for the big guns, this might hurt them a great deal in the long run, I imagine it could be difficult to move the One in Europe and Japan (Europe is such a complex region and the multitude of laws, languages and cultures is bound to make this twice as hard for the One).
