Maybe Nintendo can take them back and reprocess the units to 32GB models for the fall season.
Usually yes, hardware is not returned, but the Wii U is selling so slowly that Nintendo may view it as something that's killing their inventory re-orders with retailers who refuse to order more Wii U stock because they have a glut of basic models just sitting there not moving at all.
