Sony officially states that PlayStation 4 will not have DRM against used games

Doesn't really mean a lot. Sony uses online pass, too, and judging by that, it's quite possible they'll do something against used games on their part as well. And if they do that, others will find it easier to follow. All this means there isn't a forced and universal DRM system against used games on the PS4.
