They will have their first party games, some third party exclusives/collaborations, and downports of PS4/720 games...just like the PS2 did for Xbox/Gamecube games. Watch Dogs is most likely a downport of the PS4 version...which is still a downport of the PC version. That trend will continue.
The Wii U is actually far more capable that most people make out. To keep things simple, it'll be more along the lines of a PC at max settings (PS4/720) vs a PC at medium-high settings (Wii U). I'm not going to get into a whole thing about it, but it won't be anything close to how it was last gen and third parties will most likely not do anything inherently impossible on the Wii U without cutbacks in certain areas. 1080p vs 720p, draw distance, possible load times, less particles, less realistic fog/smoke/whatever etc...but cutting those things down might result in the ability for 60fps over 30fps. Politics and money will keep games off of the Wii U, not power. But this is getting off topic.
