Nintendo almost never had touch with North America, not in the way you're asking. Aside from Rare's N64 days (amongst Nintendo's least successful days, until this generation), Nintendo of America's job has always been to take Japanese games and products and pitch them to the North American audience. They're not and have never been Sony, who makes it a point to create North American studios to make "North American" games.
