I know Nintendo and Sony down clock their CPUs on their handhelds to curve energy consumption and seeing that it is rumored to be using only 35 of its 45 possible watts. There is a chance they removed the down clocking, as they usually do down the line with their handhelds, but a difference of 300% is impossible. More like they probably went up to 1.6 to put it in line with the rumored clock rate of the PS4/720.

And the thing with the hacker it wasn't from an architectural standpoint but a software standpoint. What he essentially did was have it return what speed the CPU was running through software. I not aware as that he ever got it striped down to the nuts and bolts and find the actual clock speed.
