Will 3D Mario U & Mario Kart U be rush like Super Mario 3D Land & Mario Kart 7 when it comes to graphics?

This. Those games weren't graphically lacking at all as 3ds titles. 

They have beautiful looking graphics but they where nowhere near what they could do with the 3DS back then.

Star Fox 64 3D push more then 100 million polygons out of the PICA200 160 million peak.

Kid Icarus: Uprising also push over 100 million polygons out of 169 million, and was still rush in development as other games have shown perfectly well rounded games, like New Super Mario Bros. 2 & Cave Story 3D & the tech demo 3D trailer for Zelda 3DS 2013.

But Nintendo did need to release Mario & Mario Kart by its first Holiday for Harware sales for the 3DS.
