Twin Peaks aired in 480i (standard definition) and 4:3 (full screen) putting it on Blu-Ray would be a waist of Blu-Ray discs.

So they didn't record it in better quality?

No idea but a lot of shows from the 90's and earlier where shot and recorded on pretty low quality equipment.
