3DS games have a very wide range of sizes (some examples):

 

Metal Gear Solid 3D - 3.24 GB

Resident Evil: Revelations - 3.17 GB

Kid Icarus: Uprising = 1.61 GB

Fire Emblem: Awakening = 1.1 GB

Luigi's Mansion: Dark Moon = 840 MB

Mario Kart 7 = 660 MB

Star Fox 64 3D = 630 MB

Paper Mario: Sticker Star = 540 MB

LoZ: Ocarina Of Time 3D = 470 MB

New Super Mario Bros. 2  = 370 MB

Super Mario 3D Land = 310 MB

 

Save files are ususally very small, being in KBs, few would break a MB.

Just go 32 GB, you can get them at class 10 speeds at about $30 from Bestbuy.
