This is actually pretty interesting. We are without a doubt looking at the worst selling FF title in recent history, as well as the best selling Super Smash Bros, but will it be enough? Brawl is definitely hitting 2M+ while FF13 is staying below 3M unless it's really, REALLY mind blowingly good. That's all I'm willing to predict, with Japan being as unpredictable as it is.
If you look at the entire world, Brawl wins by so much that it isn't even a contest.
