Wel he isn't lying, cause he isn't comparing it to anything. He jsut said it it not under powered. 

Under powered is an adjective used in comparison.   If he would have said, it is not weak, it would have been different.

Weak is also an adjective used in comparison (weak compared to what) so it wou;dn't have been different
