Had the problem myself when changing countries inside of Europe for some strange reason, when I couldn't access the eShop with my Dutch NNID if I set my console to Spanish/Spain (maybe the same thing happens if you change state in the US???). NNIDs are linked to your console SN and country you register, the country can't be changed afterwards... or at least that is what the customer service told me.

Solution: set your console to the country you desire and make a new NNID registered in that country.

Didn't know a person could create multiple NNID's, that's great to know. Had similar problems with my Wii, then simply changed the country and it never warned me anything about my IP address not being from a US ISP, many people have VPN's or Proxy's so it OK they don't rely on region specific IP addresses.

However problem might still exist with the credit card. If they accept Paypal or another similar service as a valid payment method, then it might be possible to buy games digitally for me.

They still use credit cards, but you could also add funds by purchasing 3DS or eShop prepaid cards from a third party store. Maybe there are sites that can e-mail you the code instead of shipping the actual card.

PS: I haven't seen any prepaid cards over here yet, even though I've looked for them.

Thanks again, I've seen it being done here in some local websites with Xbox Live cards although the prices are ridiculous, but also seen it done in some US webpages and people say it's legit. Gotta look up if there's some site that does it, that could be best the solution.
