No, because you're only thinking in terms of how gameplay is created with today's tech. Games would be completely redesigned if the AI was as smart as people. One example is, instead of hoards of enimies, you'd have a few.

As far as FPS goes, imagine multiplayer. If you could put 13 bots in a room with you and they all behaved as smart as you wanted them to, there would be no need to human players. Do you know what that MEANS? It means no more 13 year olds tea bagging and calling you homophobic names. haha
