That's not quite correct. Nintendo still have a lot of control over projects, regardless of what is said...

- control over release timing
- approval of the initial concept
- final QA approval

...as long as you get the initial concept past them, finish development - and get it to pass the standard QA procedures - then its pretty much up to the developer.

But as they say, you still need to get the product rated - and that's a PER COUNTRY thing to do. So it can take a while.
