Downloading full 3D movies (60 fps per image since 1930's) is thru Nintendo via eShop, plus maybe physical copy option at retailers.
About Capcom not releasing games on Vita, well they have release games for PS Vita, like Street Fighter X Tekken.

3DS = 15.3 million
Vita = 33 million
GPU:
Vita = 266 MHz
3DS = 400 MHz
Shader Cores:
Vita = 12 to 18
3DS = around 60
Plus the 3DS has 1.6 BILLION Pixel Performence, while the Vita Pixel Performence is less then 500 million. The regular size 3DS Pixel Density is 22X, I hear the PS vita is at least 22X in pixel density, but the 3DS XL Pixel density is only 194, because of bigger pixels I guess.
Its a mix-bag, on the hardware side. Plus the 3DS does more post-processing of its photos & videos. So as I said, its a mix-bag on the hardware of these 2 handhelds.
