The quality of lighting, graphics...etc that UE4 allows goes hand-in-hand with the power that PS4 will have. I dont know if Epic has said this themselves, but Unreal Engine 4 was built to run on PS4 and Xbox 720. It is not a coincidence that Unreal Engine 4 is barely coming out as PS4 is about to release.

Yes, marketing reasons. They could have easily expanded UE3 to support the features of PS4 and Nextbox. They didn't because they want to get more money.
At another thought: which games are released or announced, that use UE4? I assume Watchdogs don't use it, as it comes to all consoles and I don't think Ubisoft already ported the engine on their own. So which games actually use the engine?
