Tell the difference side by side?  Absolutely.  Dramatically different visual experience?  I doubt it.  Dramatically different gameplay experience?  No.  AI is limited more by the ability of programers than by the ability of a computer to execute programs.  PC games don't have crazy AI right now.  If more ram and faster processors was what it took to have better AI, we would have been running from Skynet years ago.

You do realize that most PC games are built to run on PS3/360 right? These consoles are the limiting factor.

You're right about the fact that there won't be a dramatic difference though. As long as a game is able to run on a PS3 or 360, it won't be a true next-gen game. These consoles are too limiting to what developers will be able to create. This is why I'm excited for Unreal Engine 4. This is a true next-gen engine and to my understanding, this isn't coming to PS3/360.

These tech demos we see of UE4 are able to run on PS4. I'm sure if possible, with severe downgrades it would be possible to run on a Wii U or even a PS3/360. Why would anyone want to do that though? That is the real question.
