There was also the sales floor for WiiWare titles: if it sold under X amount, the developer got nothing. And Nintendo didn't hand out a dev kit unless you had an actual office, and not just a laptop at home.

Ah, yes!  I remember that now.  At least the floor was pretty small.

That office requirement probably sucked for the really small developers, but it didn't seem to stop some of the dreck that looked like one guy ported a flash game to the Wii.
