Yes and no. That Watch_Dogs is coming to WiiU does not really say the at the Wii U is as capable as future systems - because it isn't. Especially with PS4 going with 8 gig of RAM, the Wii U is effectively half way between PS360 and PS4. It does not have the same power.
But it doesn't necessarily need it. What Watch_Dogs does show is two things. First, PS360 and PS480 are very similar in many ways. The new systems are just better versions of the older ones. The images are in 3D, they are in HD, the architecture is similar. It's like upgrading your PC. It's not like in past gens which were more like adding a 3D graphics card to a computer that didn't have one before. So games that are running on Next Gen will mostly be able to run on PS360 if so desired, just in scaled down form. Those games will definitely be able to run on Wii U.
Second, is that it shows third parties have interest in bringing games to Wii U. This is really what is most important. Several publishers, especially Ubisoft, have shown a willingness to bring AAA core titles to Wii U. These titles missing from the Wii library was a major negative. If Wii U has at least some or possibly most multiplat titles appearing on it, the system presents an interesting option for consumers. The Nintendo 1st party library plus many third party titles is an attractive option.
