In theory, Bit Trip Runner 2, with a Metascore of 92, but that's had about four reviews, so it's hard to argue for it.

The highest rated retail game was Mass Effect 3, with an average score of 87 or 88, depending on your review aggregate website of choice.

The highest rated retail exclusive is NSMBU, with an average score of 84 or 85.

Trine 2: Director's Cut is a point or two above Mario, but I'm not sure if it counts as an exclusive or not.
