It all boils down to number of mod's per 100 or 1000 users, and for a site with relatively few mod's, there's really nothing to complain about.
Doubly so if you fail to do your part and report these kinds of things.
I for one do not expect mod's to scour page up and page down to see if there, per chance, are any violators or some askew comment somewhere random.
Its kinda like the police; how many crimes would they accidentally stumble upon contra number of crimes they'd catch due to public help?
