Because he's just being up front about the fact that he is specifically, contractually obligated not to release it on the Wii U or Nextbox for a certain period of time. But if the PS3 and 360 were too low spec for The Witness, it's hard to imagine he's champing at the bit to develop it on a system that is so similar spec wise (and which is also struggling at retail).
