That's is somewhat true. However the direction of the game is also important because not every game can be "scaled" down. The Witcher 3 is a good example.

Seeing the types of games that were scaled back to the PS3/360, I think most games could be scaled while still looking good to the average consumer. There may be some exceptions, but almost all modern games & game engines are very scalable.
