I dont think that is possible. I am not a programmer so i can be wrong. but i think that statement is completley wrong and not even possible.

Basically as I understand it, the devs should be able to write their own API diretcly to the metal, giving them full control of the hardware. So yes their is an API, but only because the devs created it, again if I understand this correctly.
