Nintendo put the emphasis on power efficiency, that's probably what they ended up spending most of their R&D on, precisely what you said -- getting about PS3/360 level power + the ability to run a low res second screen into a 33 watt power range and a small casing. That's what their emphasis was on.

Also I don't see the box ever being pushed that hard. There aren't many games that maxed out the existing Wii, lol, Nintendo ditched a lot of developers like Rare and Factor 5 that would push their hardware to the max in the past.

Third parties don't give a crap.
