I don't think that's true. It's just that if you're going to make a game, you naturally have to consider how much appeal it will have on a particular platform. Rather than assuming that millions and millions of Wii owners are starved for bloody, M-rated fare, the smart publisher or developer would put such a game on the platforms where those types of games regularly sell millions of copies.
Similarly, you don't go all out on uDraw for PS360 or you end up like THQ.
