Best to wait, it's always best to wait. You can only go up to 20 of the next class, so promoting at 10 will give you a short-term boost but leave you with room to grow at the end of the game when you hit 20 again. You can go back to Level 1 Unpromoted, but obviously you'll be hitting all the caps there pretty quickly. In addition, you'll miss out on the Level 15 skill, so it's best to go to 15 at least.
