I've had a NNID problem since I got my WiiU, still in the process of fixing it... might as well give you all the heads up of what it's about.
This is for Europe, but I guess it happens on all regions. Just make sure you select your appropiate country and language before making your NNID. Your NNID account is blocked to your WiiU's SN and country you select. Changing your console's country only blocks your NNID. You can't change between languages or countries in Europe in your NNID. As a side note you can't change your date of birth either, so no errors!
