Apart from a couple spikes in 2006 and 2010, the franchise has been in decline since the groundbreaking sales of the first two generations. Also, the highest selling console game, while a huge success, didn't break six million units sold. Compare that to Mario Kart or Super Mario.

black and white is tracking ahead of dp, and how can the series be on a decline, when ruby and sapphire exists?

Pokemon 2012: 6.16 (so far)

If we trust the VGChartz numbers, then there is decline. It's still a monster of a franchise, but it's not growing very much.

Pokemon is definetely not growing when the sales haven't come close to the first generation... 

it grew in this generation though, so it did grow.
