It'll get better, but as Kantor says, don't expect it to be better than AC2.
It does eventually open out but Connor is fairly boring as a main protagonist so you'll always have that to contend with when doing story missions. Otherwise, I actually had some fun taking out forts and planning story assassinations in the forest areas. Also, the naval missions are some of the most fun side missions in the AC series.
The ending though, was pretty crap, so don't get your hopes up on that account.
