But like great example there, that was on an original gameboy cart which was 1mb big + it had all of pokemon yellow with it and pikachu had about 20+ voice clips so the 3ds cards would be able to hold all the clips no bothers.

Probably, they'd just need at least two clips for each of the 700+ pokemon (one for appearing, one for fainting) and they'd be good to go.

2 second stereo mp3 at 128kbps is just 35kb x2 per pokemon is 70kb x 700pokemon = 49000kb it's under 50mb which isn't a whole lot. but.... it's the issue of getting the rights to use all of the voice actors voices in an outside project too, but yeah in terms of sheer size 3ds carts are mostly around the 2gb size so the 50mb wouldn't really take a toll on this.
