Houndour/Houndoom, Flareon, and Growlithe/Arcanine are all dogs. Vulpix/Ninetales are foxes. Fennekin is a Fennec Fox... which may or may not actually be a type of fox (it's a subject of debate, apparently, amongst biologists).

Given that there are a heap of different types of dog in Pokemon, I don't see the harm in this being another Fire type fox-ish pokemon. Note that, amongst foxes, there's Vulpix/Ninetales (Fire), Zorua/Zoroark (Dark), and now Fennekin (Fire). That's not all that bad, after six generations. And there's no guarantee that Fennekin's evolutions will still be foxes, either (it's not uncommon for evolutions to change the species they're based on - extreme example being Remoraid->Octillery).
