There have been dumps of 3ds games up since the launch of the console using modified NDS cart dumpers, saying that over a year later and there still isn't any means to emulate or flashcard these images of the games. It's a lot easier to rip the info from a mock blu ray disk than it is figuring out how to get a console or emulator to be able to handle the data in anyway so for the time being, don't waste your bandwidth thinking you'd have the Games ready for emulation / hacked wii-u that could be a year away or longer.
As for playing all wii games on the dolphin, it can play some games 100% but there are some that have tiny chances of crashing at certain points throughout and like people have said if you don't have a moderately good PC you're going to encounter more stability issues because when certain games get slow down in them it just causes Dolphin to crash and close. I wouldn't be using this as a replacement wii basically for playing "all" the games. It does make some games look properly sexy tho, I mean the main one being metroid prime 3 imo it is just really really nice to see a game like this being able to be cleaned up a great deal by the upped resolution and AA that dolphin allows.
