Mario kart 64, it had the best tracks by far for me (Wario Stadium, Royal Raceway, DK's Jungle Parkway , Yoshi Valley, Rainbow Road, Block Fort (just the best arena in the series for battle mode...). Graphics, gameplay and multiplayer were a huge step over Super Mario Kart. In my opinion, followed by Mario Kart Wii.
